Appraisal of Policies and Programmes Implementation in Nigeria: A Case of the Nigerian Industrial Policy

Abstract
The implementation of the Nigerian industrial policy programmes was evaluated in this study and the achievement of past Nigerian industrial programmes and the implementation failures of past Nigerian industrial programmes were also examined. Factors such as leadership, poor maintenance culture, corruption, insecurity, inconsistency, low level of technology, poor management, poor state of physical infrastructure, policy instability and discontinuity, lack of funding and financial services, insufficient quality control, weak local raw materials supply base, skilled manpower shortages, unavailability and poor flow of data/information, low level of technology, low investment in research and development, competition with substandard imports and difficult business environment were identified as factors responsible for the failure of Nigeria industrial development. Definite economic philosophy underpinning a rational planning framework, transformation of Nigerians in place of reform, strengthening the technocratic capacity for policy making and implementation among others were recommended.
